 The Changhua County Cultural Affairs Bureau was the previous Changhua County Cultural Center , which was built by Article 4 of the Social Education Law in 1978, and by County and City Culture Center Construction Program of the Ministry of Education. The center was built mainly for library functionality and to deal with social educational and cultural activities in accordance with the Social Education Law. The construction was outsourced in June, 1981 to Professor Han Pao-teh for project design. Construction started on June 26, 1981, and finished in January 1983. The center merged with the Changhua County Library and was open to the public on October 4, 1983. The Changhua County Library was the previous Changhua City Library built in July, 1936 during the Japanese Colonial Period and renamed Changhua County Library in September, 1950 with the Yunlin Branch. In 1951, the library added the Lugang Reading Room in July, 1951, and Beidou and Lugang Branches in 1955. The Yunlin Branch was deactivated in December 1986, and Beidou and Lugang Branches were also deactivated in September, 1988. The county library was located at the present Changhua Branch of Land Bank beside Changhua City Office. |
The center, having 19 officers in the beginning, was supervised by the director-also the library director and secretary-also the general affairs section chief. The center was divided into three sections including museum, promotion, and art affairs sections to deal with library affairs and other social, educational and cultural activities financially supported by the Council for Cultural Affairs of the Executive Yuan and Education Department of Taiwan Provincial Government. The first Director of Changhua County Culture Center was Lin Hai-ching.

To implement the policies of the Council for Cultural Affairs, Executive Yuan regarding local arts and cultural development and community building, the culture center has become the major promotion base for local cultural development since 1994. The Nan Guan and Bei Guan Center and Yunlin Performance Hall originally had 19 employees and added new staff because of new business. The staff expansion plan started at the end of 1993, and by May 1998, there were a total of 46 employees. The new organization was supervised by a director and secretary, and divided into two sections including general affairs and promotion sections, three exhibition halls including library, art gallery, and museum, and two units including personnel and accounting units.

In August 1999, the Ministry of the Interior set up and released the C riteria for Local Administrative Organizations in accordance with Paragraphs 1, 2 and 3 of Article 62 of the Law on Local Government Systems . According to Paragraph 2 of Article 3 of the C riteria for Local Administrative Organizations, any county or city government shall set up self-government ordinances and related regulations in accordance with the criteria. The Changhua County Cultural Affairs Bureau made organizational regulations and the table of Changhua Cultural Affairs Bureau in accordance with Paragraph 1 of Article 11 of the Changhua County Government Self-government Ordinance. Then the county affairs conference examined and passed the ordinance, and the bureau sent the issued ordinance to the Ministry of Civil Service for backup and reference. |
 In January, 2000, the Changhua County Cultural Center was officially promoted to be the first-class department Cultural Affairs Bureau of the Changhua County Government. The bureau, with a total of 51 employees, was supervised by the bureau director, deputy bureau director and secretary, and divided into six sections including the library, cultural assets, arts and cultural promotion, visual performance, traditional opera ( Nan Guan and Bei Guan Center ) and Southern Changhua art performances ( Yunlin Performance Hall ) sections, four offices including the administration, personnel, accounting, and ethics offices. The red doorplate of the Changhua County Cultural Affairs Bureau was hung on March 1, 2000 , and its first bureau director was Lee Junde, the original director of the Changhua County Cultural Center . Afterwards, the Changhua County Cultural Affairs Bureau replaces the Changhua County Cultural Center , which was established in 1983 beside the Baguashan Ceremonial Arch. |
